ORIGINAL (5/25/18 11:57
a.m.):
Doddridge County 911
officials said four people were flown from an explosion in West Union.
UPDATE (5/25/18 12:42 p.m.):
The explosion happened at 145
Whitehair Lane in West Union, according to the West Virginia Department of
Environmental Protection.
Four people were transported
by four helicopters for burns, according to the DEP.
UPDATE (5/25/18 at 1:03
p.m.):
Doddridge County Emergency
Manager George Eidel said workers were removing three small, aboveground tanks
containing oil when they exploded.
The West Virginia Department
of Environmental Protection said that oil also contaminated a nearby stream.
The four people transported
from the explosion were working on the tanks, Eidel said.
UPDATE (5/25/18 at 3:46
p.m.):
The West Virginia Department
of Environmental Protection's Office of Oil and Gas inspectors said that the
fire did not happen on a well pad.
The tanks had been moved to
the location on Whitehair Lane to be cleaned up and cut up for scrap using some
type of torch, according to the DEP.
"It appears that the
tanks were not completely empty of their contents, and whatever was in the
tanks ignited," DEP officials said.
The DEP will continue to
investigate how much material from the fire reached a nearby stream.
UPDATE (5/27/18 at 5:46
p.m.):
One person died following an
explosion Friday in Doddridge County.
Barry Lattea, 51, of Weston,
died at approximately 11:30 a.m. Saturday at the University of
Pittsburgh Medical Center.
Lattea was transported on
Friday to UPMC after he suffered burn injuries from the explosion. His cause of
death was determined to be from thermal and inhalation injuries.
UPDATE (5/29/18 at 2 p.m.):
The Occupational Safety and
Health Administration said the employees involved in Friday's incident, in
which an explosion killed one man in Doddridge County, were working for
Hydrocarbon Well Services, which is located in Buckhannon.
An OSHA spokesperson said the
employees were removing oil tanks and cleaning them, which involves cutting
them open. One of the tanks they were cutting open exploded, the spokesperson
said.
OSHA is investigating the
explosion and has a total of six months to conduct their investigation and
release findings, according to the spokesperson.
WEST UNION, W.Va. - UPDATE
(5/29/18 at 3:30 p.m.):
According to the West
Virginia Department of Environmental Protection's Environmental Enforcement
Office, two of the three aboveground storage tanks involved in Friday's
explosion were decommissioned several years ago. The third tank is part of an
active oil and gas well, officials said, but was taken to the site where the
explosion occurred to be decommissioned.
DEP officials said the tanks
were dragged down a dirt access road, where they were being cleaned out, and
the explosion is believed to have occurred when the active tank was being cut
up for scrap using a torch.Enviroclean was hired by Hydrocarbon for
environmental remediation after the explosion, DEP officials said. A small
stream, Cabin Run, is located next to the site where the explosion occurred,
and absorbent booms were placed in the stream to prevent oil from leaving the site,
officials said. Additional booms were placed approximately 700 feet downstream
from the spill, and an underflow dam was installed approximately 100 feet
downstream.
DEP officials said it is
uncertain how much oil entered the stream, but the spill did not lead to a fish
kill.
Soil remediation at the site
of the explosion was also underway over the weekend, DEP officials said.
The WVDEP-EE is working with
local emergency officials and OSHA, who is continuing their investigation.

Barry
Linn Lattea, age 51, was called home to his mansion in the sky on May 26, 2018.
Barry was born on November 29, 1966, the son of Dana and Catherine Lattea. Barry
is survived by both parents who deeply mourn the loss of their son. Barry
temporarily leaves behind his wife, Pam, of 26 years. Barry and Pam were
married on November 10, 1991 and were blessed with one daughter, Sierra Dawn
Lattea Sawyers, born on April 25, 1992. Barry adored watching his daughter grow
into a beautiful woman and was honored to walk his baby girl down the aisle on
October 14, 2012 at her wedding to Dwight Sawyers, lovingly referred to as home
boy by Barry. The arrivals of two beautiful grandbabies were Barry’s happiest
moments and they quickly became his reasons for life. Barry was so proud to be
a Papaw. The love and bond he shared with his granddaughters, Brylee and Emmy,
were instantly visible by all. Those little angels had Papaw wrapped around his
little finger and he loved every second with them. Barry’s grandmother, Lorema
Bonnett Winemiller, was the bedrock of his faith and served as an inspiration
throughout his life. Barry is survived by two brothers, Dana Lee Lattea and
Terry Lattea, and also one baby sister, Cathie Metz. He had two sister-in-laws,
Wanita Lattea and Gigi Lattea, and one brother-in-law, Kevin Metz. All family
mentioned along with a large extended family of nieces, nephews, aunts, and
uncles know that they will be reunited with their beloved Barry again one day.
The family relies on their faith to help them grieve, remember, and love until
they are all reunited in their forever home. The Lord’s Prayer comforts the
family during this difficult time.
Our Father who art in heaven, Hallowed by thy name. Thy kingdom come. Thy will be done on earth as it is in
heaven. Give us this day our daily bread, and forgive us our trespasses, as we
forgive those who trespass against us, and lead us not into temptation, but deliver
us from evil. For thine is the kingdom, and the power,
and the glory, forever. Amen.

eventually joined the Central Methodist Church Choir in Phoenix where he met
his true love, Joan Rita. They were married for 54 years until her passing
December 29th, 2007. His second biggest joy in life, wife and children being
first, was singing and being a member of the Orpheus Male Chorus of Phoenix. He
sang with the chorus for 38 years which took them on many tours here in the USA
and many other countries. One of the most memorable was going to Russia shortly
after the country opened for tourist. In 2001, Austin joined the Orpheus
Emeritus Choir to sing at many Retirement communities. Austin often said that
his lifelong friends came from the Orpheus.
After graduating from Arizona State
University in 1961, Austin worked as a cost accountant for US Steel and
Goodyear Aerospace for a combined 15 years but he found that he wasn’t meant to
be behind a desk. He found his lifetime career and success in the insurance
industry. In October 1974, Austin decided to go into the insurance business on
his own. At this time the A.C. & L. Agency was incorporated and continued
until December 30, 2010. Even with his speech impediment when he was younger,
He was a man that enjoyed talking to people as well as listening. Austin was
meant to be out with the people because they would always have a smile when he
left.
Austin leaves behind four Children;
Debbie M. Bahr (David), Catherine Lynn-White (Randy), Donna Lynn-Nelson (Dan)
and Douglas C. Lynn (Amy), 12 Grandchildren, and 24 Great Grandchildren.
